Professor Guo Shoukang, a well-known scholar in the field of international intellectual property (IP) law, a pioneer and founder of China’s intellectual property legal research, and a well-known legal educator, has been teaching IP law for 65 years by the year of 2013. At the same time, his new book, Guo Shoukang’s Collective Works on Law, was officially published in this year. In order to celebrate the 65th anniversary of Prof. Guo’s teaching career and the publication of his new book, a seminar was held on September 15th, at Mingde Law Building International Conference Room 601, Renmin University of China.
A number of famous IP judges, officials, lawyers and scholars attended the seminar, including Justice Jin Kesheng, Vice Chief Justice of the IP Tribunal of the Supreme People's Court, Judge Song Yushui, Vice Chief Judge of the Haidian District Court, Wang Ziqiang, Director of the State Administration of Press, Radio, Film and Television, Sun Yue, Secretary General of the China Copyright Association, Dong Baolin from the China Trademark Association, Sun Wanzhong, former Vice President of the China Law Society, Mark Cohen, Senior Advisor of the USPTO, and other well-known experts and scholars from universities, research institutions in Beijing, lawyers, and reporters from well-known press. Yan Xiaohong, Vice Director of the National Copyright Administration, Zhongnan University of Economics and Law, China Intellectual Property Association, China Music Copyright Association and other organizations also presented flowers or sent congratulatory letters to Prof. Guo.
Prof. Han Dayuan, Dean of Renmin University School of Law, introduced Prof. Guo’s great achievement and contribution to teaching, research and the development of IP law in China. He expressed gratitude to Prof. Guo for his great contribution to the construction and development of Renmin University School of Law. Prof. Han pointed out that Prof. Guo’s sense of responsibility, his scientific spirit and his great personality is a great asset to RUC Law, and sets a role model for every student. Dean Han then presented a gift to Prof. Guo on behalf of RUC School of Law.
Prof. Guo has a very good understanding of IP laws in China and other major jurisdictions all over the world. He has been always pursuing truth for his 65 years of teaching and academic career. His earlier life had not been easy, but he never gave up. He always remains humble, even though he has become a prestigious scholar around the world in the area of IP.
Guo Shoukang (1926 - ), was born in the city of Tianjin. He is an outstanding jurist and legal educator in China. In 1948, he obtained a LL.B. degree from Peking University with honor. One year after working as a staff in Peking Law School, in 1949, he was admitted to the graduate program of the Peking Law. In 1952, he was assigned to the Law Department of Renmin University of China. During the Cultural Revolution, he still made great effort in studying public international law and provided strong legal support for China’s activities in the United Nations.
He has visited and studied at Columbia University, Georgetown University, UCLA, and Max Planck Institute for Intellectual Property in Germany. He has also given lectures or participated in academic events in more than 20 universities, academic groups and international organizations, such as Harvard University, Columbia University, Duke University, UC Berkeley, Cambridge University, University of London, Humboldt University in Germany, Max Planck Institute for Intellectual Property, Paris Second University, University of Bologna, New York Bar Association, Hamburg Chamber of Commerce, etc.
He is currently a law professor at Renmin University of China, a Ph.D. supervisor, and Director of the Academic Committee for the Intellectual Property Academy of Renmin University of China. He is also the Honorary President of China Intellectual Property Law Association, the Advisor for China Copyright Association, a WIPO arbitrator, a member for the E*ecut*ve Committee of the International Copyright Society, and the founding member of and e*ecut*ve committee member for three consecutive years for the International Society for the Promotion of Intellectual Property Teaching and Research (ATRIP), Guest Professor for Beijing Normal University, Beijing Foreign Studies University, Xiamen University, visiting professor at Deakin University, Australia, and member of the editorial board of Legal Frontiers (English version).
He served as the first Director of the Intellectual Property Teaching and Research Center for Renmin University of China, the Director of the Academic Committee of the Intellectual Property Center for Zhongnan University of Economics and Law, the advisor for the World Intellectual Property Report (English version), and a member of the editorial board of the Patent World (English version). He founded the UNESCO Chair of Copyright and Neighboring Rights and served as the first chairman.
Professor Guo was very active in the drafting of China's Patent Law, Trademark Law, Copyright Law, Anti-Unfair Competition Law, and the Regulation for the Protection of Software. He is the only scholar in China who has participated in the making of all intellectual property laws. He was also a member of an advice group that drafted the Foreign Trade Law, the Foreign-related Economic Contract Law, and the Foreign-funded Enterprise Laws. He has published many legal treatises in Chinese, English and German.
In 2012, he was elected as a Nationally Distinguished Senior Jurist by China Law Society. In 2013, he was awarded “Life Achievement for Intellectual Property” by China Intellectual Property Journal and The IP Weekly by China Daily (English version).
Professor. Guo has been engaged in the teaching and research of civil law, labor law, foreign civil and commercial law, Soviet civil law, Soviet labor law, international law, international economic law, technology transfer law, intellectual property law, copyright law, comparative copyright law, and international copyright law. Among these courses, intellectual property law, technology transfer law, copyright law, comparative copyright law and international copyright law were the first courses being taught in China.
Before China’s accession to WTO, Professor Guo also delivered speeches for the Standing Committee of the National People’s Congress on “China's accession to the World Trade Organization and Related Issues on Legislation.” After that, he was invited to make speeches on the same subject for the Standing Committee of the National Development and Reform Commission, the Ministry of Urban Construction, and the Standing Committee of the People’s Congress in Henan, Shanxi, Yunnan, Taiyuan provinces and other provinces and cities.
Prof. Guo has taught in English for more than 10 years for the summer school jointly held by Renmin University of China and Indiana University. He has taught Chinese law in English for many times in international workshops held by China University of Political Science and Law and famous universities in Europe, the United States and Australia. He is China's first law scholar who taught Chinese intellectual property law and foreign economic and trade law abroad.
