SSIP Co-hosts the Annual Conference of China Intel

From November 2nd to 3rd, 2013, “Forum of Intellectual Property Rights and Innovation Driven Development”, which was also the Annual Conference of China Intellectual Property Law Association for the year of 2013, was held in Hangzhou. This conference was organized by China Intellectual Property Law Research Association, co-hosted by Zhejiang Law Society and Guanghua School of Law, Zhejiang University. Wang Li Group Co., Ltd., Ningbo University School of Law, Zhejiang Industrial and Commercial University School of Law, China Metrology College School of Law, Zhejiang Education Publishing House, Youkang Food Group Co., Ltd., BSA | Software Alliance, Hangzhou Wahaha Group Co., Ltd., Beijing Sunshine Intellectual Property Rights and Legal Development Foundation (hereafter “SSIP”) and other organizations co-hosted the event.
The opening ceremony in the morning of November 2nd was hosted by Professor Liu Chuntian, President of the China Intellectual Property Law Association. Zhang Wenxian, Vice President of the China Law Society, Jin Deshui, Secretary of the Party Committee of Zhejiang University, Qi Qi, Chief Judge of Zhejiang Higher People's Court, and Zhu Xianliang, E*ecut*ve Deputy Secretary of the Zhejiang Provincial Party Committee (on behalf of Wang Huizhong, Secretary of Zhejiang Provincial Party Committee), attended the opening ceremony and delivered speeches. Ding Zunian, Deputy Secretary General of the Standing Committee of Zhejiang Provincial People’s Congress and Director of the Legal Committee, Zhao Gang, Secretary General of the China Trademark Association, Kong Xiangjun, Chief Justice of the Intellectual Property Tribunal of the Supreme People’s Court, Luo Dongchuan, Chief Justice of the No.4 Civil Tribunal of the Supreme People's Court, Hong Jiqing, Director of the Zhejiang Intellectual Property Office, Lu Jianfeng, Vice President of Zhejiang Law Society, Hu Wei, Secretary of the Party Committee of Guanghua Law School of Zhejiang University, and Wang Yuebin, chairman of Wangli Group Co., Ltd., attended the opening ceremony.
In the opening ceremony, Zhu Xianliang gave a speech on behalf of Wang Huizhong, Deputy Secretary of the Provincial Party Committee and Secretary of the Provincial Political and Legal Committee. He introduced Zhejiang Province’s achievement in innovation and construction since the implementation of the reform and opening up policy. Zhu Xianliang said that in order to grasp the opportunities of innovation and development, Zhejiang Province has always placed innovation-driven development in a core strategic position, focusing on strengthening intellectual property protection and encouraging innovation and development. Zhejiang has set the following goals as highest priority in its policies: to build a leading province in the area of technological development, to build a leading province in the area of education, to build a leading province in attracting talents and to build a leading province in innovation. The Third Plenary Session of the 13th Committee of the Zhejiang Provincial Committee was held in this May. The Session emphasized that Zhejiang province should adapt to the current economic structural transformation, and to meet the requirement of upgrading all sectors of industries. The Session passed a Decision on Comprehensively Implementing the Innovation-Driven Development Strategy and Accelerating the Construction of an Innovation-Driven Province. The Decision clearly stated that by the year of 2020, Zhejiang should established a relatively comprehensive regional system for innovation, so as to accumulate resources for innovation, significantly increase the capacity and profit of innovation, and become of the leading innovation-driven province in China. He also said that the realization of the long-term goal requires not only the vigorous promotion and active participation of the Party Committee and the government, but also the hard work of the business community. It also requires strong support and active participation of elites and professionals. Legal professionals specialized in IP in Zhejiang Province should take this conference as an opportunity to strengthen communication and cooperation with China Intellectual Property Law Association and colleagues throughout China, and make greater efforts to build a modernized Zhejiang with “material wealth and spiritual wealth.”
At the opening ceremony, awards were also given to authors who won Excellent Paper in the “Wang Li Cup” Intellectual Property Law Paper Contest. The purpose of this contest is to encourage young academics to do research in IP. Thus, only young scholars under the age of 40 were allowed to submit their paper. There were 97 paper submitted in total, and 15 of them were elected as Excellent Paper.
After the opening ceremony, Kong Xiangjun, Chief Justice of IP Tribunal of the Supreme People's Court, Wang Xiang, Director of the Economic Law Department of the Legal Committee of the National People’s Congress, and Liu Chuntian, President of the China Intellectual Property Law Association, made keynote speeches on the topics of “New Development of Trials in IP Cases,” “Introduction to the Revision of Trademark Law” and “Research on Intellectual Property Law: Focusing on Innovation-Driven Development.”
The conference lasted two days. It was a very fruitful conference. The theme of this conference was “IP and Innovation-driven Development.” It was divided into 12 different sessions, including “Basic Issues on IP Law,” “Legislation Mechanism for IP and Hot-topics for the Revision of IP Laws,” “Critiques and Advices for the IP Strategy,” “Judicial Protection for IP,” “Protection for Trade Secret,” “Technological Development and IP,” “Administrative Protection for IP,” “IP Issues in the Innovation Industry,” “International Protection for IP,” “Misuse of IP and Anti-trust,” “IP protection for Trade Marks,” and “Open Forum for IP.” All the forums were focusing on IP issues that are important to the development of our society and economy. All the experts and scholars participating the conference discussed in depth on the aforementioned issues and reach consensus on certain issues.
A brief closing ceremony was held on November 3rd. At the closing ceremony, Mr. Luo Weidong, Vice President of Zhejiang University and Dean of Guanghua Law School, delivered a speech. He spoke highly of the conference and introduced to the participants the future plans for the development of Zhejiang University in the field of intellectual property research. In the end of the closing ceremony, Professor Liu Chuntian, President of China Intellectual Property Law Association, made a conclusion to the conference. He said that this conference was unprecedented in the number of participants, and it covered a wide range of hot topics in IP. This was a multi-dimensional conference with many different views and opinions. And he thought that the Open Forum for IP is a very good platform for scientific discussion and communication. He also pointed out that research should be done to explore the answers and interpretations to the fundamental issues of IP, so as to enable scholars to analyze IP issues with a more consistent theoretical framework.
The conference gathered nearly 500 participants, including officials from legislative, judicial and administrative branches of the government, scholars from universities and research institutes, and professionals from law firms and enterprises. It was an unprecedented and successful academic event and won unanimous praise from the leaders, experts and scholars and other participants.
