UK is very proud of its performance in cultural and creative industries. Why is that? In UK, one out of every 13 taxpayers is in the cultural or creative industry. These people bring more than RMB 800 billion of output value to the UK economy every year, also bring a lot of happiness to the people, and have made an outstanding contribution of more than 9% to the export of the UK. Every year at least 16% of the global box office revenue goes to UK. Last year alone there were as many as 200 films made in UK. Why do they all go to UK? Because UK not only gives film makers a 20% tax cut, but also provides world-class copyright protection. In the top10 of the music charts all over the world, UK songs usually occupy 3 to 5 seats. And the UK Publication perform even greater. The number of books that UK exports to China every year is second only to that of the United States. For example, the Pegga Pig that children like most comes from UK. Please note that the population of Britain is less than 1% of the world’s population.
UK’s strong intellectual property system is the cornerstone of the above achievements. Meanwhile, UK has not stopped thinking. For example, does IP System contribute to economic growth? How does the copyright system reward and motivate creators and investors? Does the copyright system restrict people from obtaining more cultural materials?
The UK is very concerned about the development of China’s copyright system, and continues to pay attention to the third revision of China’s copyright law. The UK has shared its experience in copyright collective management system through a number of projects. And it has cooperation and communication events with the Chinese government on the issue of music copyright, the right to renew artisitic works, the right to broadcast sports events, and fair use and exception of copyright.
At the same time, China and UK come much closer in the cooperation and exchanges in making film, TV shows and music. During this year’s China-UK copyright week, Dr. Ross Lynch, director of the UK Copyright and Intellectual Property Enforcement Department, will visit China again. We are also fortunate to have friends from the music and creative industries join us in this salon. It is hoped that friends from all walks of life who are concerned about the copyright system and the development of creative industries can come together to have an open discussion on this topic in a relaxed way.
