SSIP Sent Staff to Participate in Beijing Municipal Training for Foundation Management and the Meeting for Poverty Alleviation

In order to deeply study and implement the spirit of the Fourth Plenary Session of the 19th Central Committee, summarize the management work of foundations in 2019, deploy tasks for 2020, report on recent cases of violations of laws and regulations by foundations, and consolidate and deepen the Joint Party Committee in the Field of Foundation’s achievement in the education movement theme on “Do Not Forget Your Original Intention, Keep in Mind the Mission,” mobilize the foundations to participate in poverty alleviation in a deeper, more precise and more professional manner, and improve the management capabilities of the foundations’ principals, the Beijing Social Organization Management Centerorganized the “Beijing Municipal Training for Foundation Management and the Meeting for Poverty Alleviation” at the Chang’an Hotel Room Qinyuegong at 14:30 p.m. on December 19^th. Lu Jian, member of the Beijing Municipal Committee of Social Work and Deputy Director of the Beijing Municipal Civil Affairs Bureau, relevant leaders and officials of the Beijing Municipal Civil Affairs Bureau’s Administrative Examination and Approval Office, Social Organization Work Office, Municipal Social Organization Management Center, Comprehensive Civil Administration Law Enforcement Supervision Brigade, officials from foundation-relation administrations, members of the Joint Committee of the Party in 9 areas of foundations, and principals of foundations in Beijing attended the meeting.

The meeting first broadcasted a documentary The Love of NGOs, the theme of which is the special attention to vulnerable groups in our society and the endeavor to build a harmonious society. The documentary introduced some charitable events in which charitable companies and foundations donate money and other things to people who are in great need. The participants felt the great love of "fraternity, charity, and human love" from the documentary.

On the meeting, Wen Yuliang, director of the Beijing Municipal Administration Center for Social Organization, reported on the situation regarding foundation management in Beijing in 2019. While affirming the achievements of foundations in Beijing over the past year, Director Wen Yuliang also pointed out that the current development of the foundations in Beijing still need to be improved in regard to integrated management system and internal governance mechanisms. The development quality and scale needed to be improved. Illegal incidents and industry risks occur from time to time. And the transformation, upgrading and structural optimization needed to be accelerated. Based on the analysis of the aforemention problems, Director Wen illustrated the plan for the administration work about foundations in Beijing in 2020. First, we need to enhance supervision on five key areas, so that the function of foundations will be more formalized. Second, to realize the “five more,” and encourage foundations to participate in the cause of poverty alleviation. Third, to carry on “four actions,” so as to improve the quality of the development of foundations. Fourth, to promote “four constructions,” so as to ensure the “Beijing Plan” be implemented in the area of foundations.

After Director Wen’s talk, Lu Jian, member of the Beijing Municipal Committee of Social Work and Deputy Director of the Beijing Municipal Civil Affairs Bureau gave an important speech. He discussed deeply about two questions from the perspective of “the third distribution” proposed by Vice Prime Minister Liu He. One was how to analyze the development of foundations in Beijing. The other is how to do the work better in the next step. Directy Lu pointed out that foundations in Beijing still faced a lot of problems, such as the scale of foundations are relatively small, the number is still too many, the channel of raising money is limited, legaility issues and managerial deficiency, etc. He emphasized that foundations in Beijing need to keep balance on a number of relations, including development and stablization, generalization and categorization, internal relation and external relation, public welfare and business interest, local benefit and welfare of other cities, the major business and the cause of poverty alleviation, raising money and investment, etc. He emphasized that foundations in Beijing should always follow the leads of the Party, consolidate together and devote themselves to the development of the public welfare in the Capital.

During the training session, Sun Yanqing, director of the Municipal Poverty Allevation Support Office, introduced how foundations could join the cause of poverty alleviation in Beijing. Wang Yeyong, captain of the Civil Affairs Comprehensive Law Enforcement Supervision Brigade, introduced the typical cases of violation of law and regulation by foundations in Beijing. Lei Chengzuo, Director of Foundation Office in the Municipal Social Organization Management Center introduced the requirements and other procedures regarding the annual inspection of the running of foundations in 2019.

By participating this training, SSIP staffs learned a lot of important information regarding the proper running of foundations. SSIP will not forget its original intention and will always keep its mission in mind, to sponsor teaching and research, training, communication and cooperation and set up scholarship in the area of IP and law, so as to encourage innovation and development of IP cause, and make China a innovation-driven nation.
