Professor Liu Chuntian Was Invited to Give A Lecture on the New Copyright Law

On December 17, 2020, Prof. Liu Chuntian, the dean of School of Intellectual Property, director of Intellectual Property Teaching and Research Center at Renmin University of China, president of the Intellectual Property Law Association of the China Law Society and chairman of SSIP, was invited to give a lecture on the important amendment to the new Copyright Law by Ministry of Culture and Tourism of the People’s Republic of China. Over one hundred people attended this lecture, including comrades in charge of policy research and legality building in the Ministry of Culture and Tourism, government lawyers, corporation lawyers and legal workers directly under the Ministry. The lecture was presided by Zhou Jiucai, the deputy director-general of the Department of Policy and Regulation in the Ministry of Culture and Tourism.



Prof. Liu Chuntian focused on the significance of the Civil Code, the private property of intellectual property, the legislative purpose of the Copyright Law and contentious works and articles in the new Copyright Law. He said that as the confluence of private rights, the Civil Code was the most important law since the founding of New China. Prof. Liu also pointed out that the Copyright Law was established to protect the rights of authors and copyright owners instead of creators, disseminators and users. In his mind, the conception of works should be defined by artists and cases in the field of art should take art experts’ opinion into consideration. Besides, he believed that work was a lively and open system. Various art forms endlessly developed by the technical advancement were parts of life. Hence, our knowledge and law should be energetic to serve for life.



At the end of the lecture, Liu Chuntian answered the participants’ questions on the definition of “simple factual information”, the explanation of “inevitable reproduction” and the measure to protect the folk literary and artistic works. In the conclusion, Zhou Jiucai expressed that this lecture did not only help us clearly understand some basic legal concept, but also provided new direction for our study and research in the future. The lecture ended successfully amid warm applause.
