On June 1, the National Copyright Administration held the "2021 China Online Copyright Protection and Development Conference" in Beijing on the 30th anniversary of the implementation of the first copyright law of the People's Republic of China and the effective date of the newly revised copyright law. Professor Liu Chuntian, president of the Beijing Sunshine Intellectual Property and Legal Development Foundation, dean of the School of Intellectual Property of Renmin University of China, and president of the Intellectual Property Law Association of the Chinese Law Society, was invited to attend the conference and give a keynote speech. At the conference, Zhang Jianchun, deputy minister of the Central Propaganda Department delivered a keynote speech. Yu Cike, director of the Copyright Administration of the Central Propaganda Department, released the key tasks of the "Jianwang 2021" special action; and Tang Zhaozhi, deputy director of the Copyright Administration of the Central Propaganda Department, released the top ten anti-infringement and piracy cases in China in the year of 2020.

The conference invited 5 experts in the field of intellectual property to give keynote speeches.
Liu Hua, director of the China Office of the World Intellectual Property Organization (WIPO), introduced WIPO's five service systems including policies, databases, and functional training in his keynote speech. Lin Guanghai, President of the Intellectual Property Tribunal of the Supreme People's Court, introduced the remarkable results achieved in the construction of the copyright trial system and trial capacity over the past 30 years since the implementation of the Copyright Law. Shi Hong, deputy director of the Civil Law Office of the Legal Work Committee of the National People's Congress, introduced the ideas and main content of the third revision of the Copyright Law in his speech. Netease CEO Ding Lei said in a keynote speech: “According to the statistics of the International Association of Recording Industry, in just three years since 2015, the authenticity rate of digital music in China is 96%, the highest level in the world. This is not just a number. This miracle is also an industrial miracle created by the joint development of China’s copyright supervision and music platform. It is a small aspect of our country’s concentration of power to do great things and get things done.”

As the winner of the “lifetime achievement in China’s copyright industry” who participated in the drafting of the Copyright Law 35 years ago, Professor LIU Chuntian made a keynote speech entitled “The Copyright Law encourages innovation and inherits civilization”. In his speech, he said with emotion that the copyright law was established at 30 years, and China’s copyright system is robust, full of sunshine and vitality, and has a bright future. Afterwards, Professor Liu Chuntian talked about three of his observations
One is that the copyright law promotes the spirit of science. The marriage of science and technology promotes material civilization. In the thousands of years before the Renaissance, the human economy was generally in an agricultural economy developed by experience, driven by the laws of nature. The Renaissance gave birth to modern science. Since then, mankind has entered the scientific age. Science has become the dominant force for progress and the source of technology that promotes human progress. Science originated in the West, but it is not a patent of the West. Chinese people can use science to obtain scientific truths, the truth of things, and further truths. Therefore, the copyright system should assume the great historical mission of stimulating the production of scientific knowledge, encouraging the whole people to recognize, reading and learning about science, improving the quality of spiritual civilization, establishing a scientific spirit, and helping citizens to enter the modern society. In this regard, the copyright system still has great potential.
Second, the copyright system spread and promote the civilization under the rule of law. The basis of the rule of law is the market economy. Civil law is the legal crystallization of market economy and commercial civilization. It is a system of rules that systematically reflects the laws of market economy. Private rights are the foundation of the rule of law. Technology is the primary productive force, and intellectual property is the primary property right. Since the 18th National Congress of the Communist Party of China, the central government has paid more attention to the establishment of the rule of law on intellectual property rights. The promulgation and implementation of the Civil Code is an epoch-making achievement in the construction of the rule of law in China, and it will play an increasingly important role in China's modernization construction. The Civil Code gave the intellectual property system a brain, a skeletal muscle, and a systematic system guarantee, and found the system’s matrix and spiritual home for intellectual property. Therefore, all citizens should earnestly and persistently study and comprehend the Civil Code so that the whole society can promote the rule of law civilization under the guidance of the scientific spirit.
Third, copyright system encourages the realization of humanity. Our country is thriving. Faced with the grand narrative of “the two one-hundred year,” all walks of life are implementing their own strategies to strengthen the country. It is encouraging to look forward to the future, and we must also pay attention to the individuals. The central government has repeatedly emphasized people-centered and people-oriented, that is, centering on the interests of the people and caring about everyone's material and spiritual life. On the other hand, it is necessary to heal the psychological trauma. The pain of the individual is the pain of the society and the pain of the country. Therefore, the whole society should be able to feel the light of the rule of law and the profound humanistic spirit that can enable 1.4 billion people to feel the humanity of copyright law, and that the law is warm.
